Mengio cries for attention

Staff reporter

ITANAGAR, Jan 30:  Mengio area, despite being part of Papum Pare district, the district nearest to state capital is still lagging behind in terms of development. Many villages in and around Mengio town is yet to have road and electricity connection and is considered to be the most backward area of Papum Pare district. In recent days road connection has reached Mengio town. But the road also remain closed during summer season and it’s only during winter people can avail this road.

Though Mengio circle is epidemic prone area but health care facility is almost non-existent. Often villagers have to travel to nearest hospital at Yazali to get treatment.

Though in paper Mengio area seems to have proper electrification but ground reality is quite different.  Electric pole which was erected almost 10 years ago have fallen down and electric wire have been stolen. An unused transformer lying in the middle of Jungle at old Mengio, tells the entire story of how Mengio circle is going back to 19th century when whole state along with rest of world is entering 21st century.  It is questionable how power department is not able to take care of government properties like transformer and electric poles.

Governed by Political opportunity

Dear Editor,

Apropos the news carried in the front page of your esteemed daily on dated Jan 29 with the heading “Taki joins BJP”, I as a neutral citizen of 35 Pangin (ST) Assembly Constituency would like to place my observation.

According to the Jan 26 issue of your daily, Tabin Taki, the then State Unit General Secretary (Election) of Nationalist Congress Party resigned from the primary and active membership of the party on health grounds.

Surprisingly Tabin Taki joins Bharatiya Janata Party expressing his full faith in the ideology of the BJP Party on dated 26th Jan’2011.

Tabin Taki’s surprisingly speedy recovery from sickness and ill health which entailed his resignation from NCP leaves a big question mark on his integrity. Apparently he had no grievances whatsoever against NCP party and its leadership, but owing to health ground alone he quit the party recently.

In our state, switching of political allegiance by cheap Political leaders has become a routine and phenomenal activity. Only for such cheap games of our Political Leaders, Central government hardly pays any attention to our state. Because, our leaders can be bought at any moment. As per Taki is concerned, it is doubtful whether his full faith on the ideologies of the BJP would last long. His antecedent political career shows that once he had full faith in the ideologies of the Janata Dal. Then his full faith shifted to the ideologies of the Indian National Congress. In the recent assembly election, he developed a strong faith in the ideologies of the Trinamool Congress Party. Whilst the assembly election was on, the mocking candidate of the TMC party withdrew from contesting the election and yet another strong feeling of full faith for the ideologies of NCP arose in the heart and mind of Taki so he switched over to NCP immediately. Thereafter he was inducted in the state unit executives of the NCP. From his track records it appears that Taki is not governed by any political ideology but governed by Political opportunity. I can bet, shortly Tabin Taki shall be accorded a berth in the Bharatiya Janata Party and he shall gladly accept the same.

I being a keen observer of the politics of Pangin-Boleng Block would humbly suggest that such decayed leaders deserve no attention of the esteemed Press and public. They have taken up politics as a subsistence means of earning and only to satisfy their personal interests.

Yours,

Angel Tamut

My views

Dear Editor,

In the Reader’s Forum of your daily one impudent called Vox Populi has passed a comment about my discussion with Prime Minister of Bangladesh. I wonder what he/she knows about that meeting & how easily the word enemy is being used casually. I was specially invited from North-East for that important visit because as an MP I fought against govt of India and pressurised them to practically Look East and break the geographic isolation of North-East India through increased trade connectivity with Bhutan, China, Myanmar and Bangladesh.

During our meeting with Prime Minister Sheikh Hasina, I raised the issue that Chittagong port may be opened up to our use as it would not only be Naval gateway route to South-East Asian Countries but also close up transportation between North-East India and the entire peninsular India. It was in response to that the PM said Bangladesh is a natural transit for India which she is willing to open up. Bangladesh can reduce our burden of passing through chicken neck corridor which we have been paying since Chittagong was unjustifiably made part of Bangladesh. It was the PM who said that power evacuation from North-East and heavy power machineries needed in Arunachal Pradesh can be transported through Bangladesh but India should sell power to them at subsidised rate. How can her statement be attributed to me? My view on Hydro-Power is well known. Kindly recall records in Lok Sabha how I was against private developers and urged for full proof agreement with PSUs to safeguard the protection of environment and indigenous people.

My view point is that Arunachal Pradesh shouldn’t remain as the last frontier of India but the beginning of India from East Asian context. North-East is never treated as business hub but remain draped under security blanked.

On I being Principal Adviser to CM, kindly check with CM office if I have accepted and assumed any responsibility. I remain an individual person with independent thinking.

Yours,

Kiren Rijiju

Absolutely no rivalry

Dear Editor,

This is in reference to the news report "We are Indians first: Mizo CM"( 29 January).

Without according any disrespect to the noble intentions and sentiments of Mr. Lal Thanhawla, I desire to humbly state that the comments like "Indians first" or "Marathi second" really hold no significance.

Actually there exists absolutely no rivalry between love or respect towards the concerned region and that towards the country.

Rabindranath Tagore and Mahatma Gandhi were proud Bengali and Gujarati respectively, but their "regionalism" did not deter them from becoming patriotic Indians as well.

Let's take the example of two luminaries of the North-East ---- Dr. Bhupen Hazarika and Ratan Thiyam.

To prove his dedication towards Assam, Dr. Hazarika did not shun the country or the world and to establish his  national/international credentials, he did not forsake his cultural roots. Both Assam and India, as well as the world, are deeply embedded within Dr. Hazarika. And Manipur's living legend, who carries the torch of Manipuri theatre, is also liberal enough to make plays based on Tagore's works. Both Dr. Hazarika and Thiyam stand tall as shining example of true human beings who remain faithful to their roots, yet embraces the whole country and the world. If the rest of India tries to emulate them, humanity will survive and the world would become a much better place to live in.

Citizens should act first

Dear Editor,

I would like to educate general public about their right & duties. It might appear bit irrelevant to some population of the society who can afford luxuries car for transportation but it’s valid for those population who rely on public transportation system to travel around the city. Every year central govt. sanctions crores of rupees towards uplifting the living of rural as well as urban population through scheme such as JNURM etc. But fund which is meant for general public is misused by the officers and their employee in hierarchical manner wherever it is possible.

These buses do not have fixed schedule and most conductors of these buses do not provide ticket to most of passengers especially those passengers from Naharlagun, which means fare collected from ticket less passenger goes into the pocket of conductors. But such practice is illegal and cause great loss for concerned dept.

People say that govt. is corrupt but it’s we citizens duty to curb the corrupt practice wherever it’s possible.

We must insist for ticket while travelling to make sure that our hard earned money doesn’t go to the third party’s hand.

These points remind me of my old days in Bangalore.  Public transport system out there in Bangalore is different from here. They do have fixed schedule, they make sure that every passenger must possess ticket by deploying surprise ticket checkers team who may check your tickets anytime. If any passenger fails to produce ticket then there is certain penalty & if conductor fails to issue tickets then there is penalty for them also but such practice is not adopted here.

I would like to request the officers of the concern dept. to look into the matter and take measure to curb such corrupt practices. At same time I would like to request to general public to cooperate and insist for ticket while traveling by public transport system. Your minute contribution may act as catalyst in combating corrupt practice.

Yours,

Michi Tabyo

A painful episode

Dear Editor,

This is reference to the news item about the brutal killing of Additional Collector Yashwant Sonawane by the oil mafia. This is very unfortunate that an honest and upright officer has been killed by oil mafia.

I am really shocked to know that this painful incident happened in our country India. There is corruption in every walk of life. India still lacking behind where as everyone else is progressing. China builds 20 cities every year and we can’t build one railway line! Manjunath S was killed in UP and now Sonawane. The oil mafia is willing to take the risk and dare anyone who comes in between because the opportunity of adulteration is very high.

I would like to request our government to take this seriously and all the accused criminals should be punished. It should become a lesson to all the criminals so that next time if they want to do such things they think 100 times.

Yours,

B.L Pancharia

Don’t encroach on the boundary

Dear Editor,

The Adis never ever oppose any creation of districts anywhere in the state, but blatantly oppose every move to annex Adiland or rivers. We will never accept any inclusion/partition of Adis across borders without their consensus. We will not tolerate inclusion/ encroachment of our age old boundary-from Tuting, Payum, Kaying, Siyom, Jugiingadi, Yoyiitukkut, Talubatbong, Peekiiliipiik, MIneeroleen,  Simen River, Buriburonti upto Rodoliiteeng.  Those  boundary points were settled by the leaders of Galong and Minyong about a century ago at old Jini village. Other people can live with us but they have no right to take away our people, land and rivers. The Arunachal government must understand the historical facts and views of the community.

It is understood that in a democratic set up or a system, the voice/opinion of the involved people is parallel to the system's power.

Finally, Arunachal government must have a second thought that it’s not a child's play; it’s a matter of great concern involving two community of different vision. It will be a worthwhile if the Arunachal government could do simultaneous creation of both Middle and Lower Siang district based on ethnic and the existing historical boundary demarcation.

Make way for private service providers

Dear Editor,

Often we read in newspapers that BSNL mobile service is not working properly. I feel this problem will go on.

So, in my opinion, we should not run after deaf government mobile service provider. Rather we should invite private companies to start their mobile services in our area.

Therefore we appeal to private mobile service companies like Reliance, TaTa Indicom etc to start their service in Lower Subansiri and in other districts of the state.

We the local people are ready to co-operate with the private companies and would like appeal to state government to provide full co-operation to private companies to start their service in other districts of the state.

Let’s go for public audit

Dear Editor,

This is apropos to the letter by Executive Engineer, PWD Boleng,- “Allegation which has no substance”  in this daily  on Dec 8. After my personal inspection of the project sites in the third and fourth week of December last, I find his clarification was hollow, therefore, I want to mention it again specifically in regard to 3rd para  of  his letter.

Firstly, no infrastructure in Boleng tells a new story. The building didn’t undergo a beauty tips under the fund. Neither the roads under the twin towns are improved.

There was an amount of ` 10 Lakhs under ACA 2006-07 for Improvement of infrastructure of  Boleng Health Centre but the plastic wall partition in the X-ray room is ridiculous though the bill was drawn without a work completion certificate.

PWD Boleng claimed to be judicious in use of Govt. fund  but the PP Briddle road - the lifeline of Upper Siang, West Siang and East Siang testify that the department concerned has been doing red soil topping as binders since last five years which lasted not even ten days. Amazingly ` 2.5 crores were sanctioned under RIDF for its renovation but the money was siphoned off. With such a huge amount at least some 25 km in a hilly terrain could have been black-topped but not 25 m work has been done.

Secondary, the people of Pangin-Boleng are not blind and they are witnessing the entire infrastructure since 2000. The visible reality is ludicrous against this huge sanction for fund. Do not befool the innocent Riga villagers by white-washing statements. ` 1 Crore was sanctioned for construction of road from BRTF road to Siang river at Riga village (4 km under SPA 2006-07), but the villagers could only marvel at the sanction and pity over the road condition. Your judicious expenditure on Pareng-Lising-Yibuk road is exposed already in the limelight. Please bring to the limelight about the work progress and who received the sanction amount of ` 1 crore.

I have also few words for Er. Talem Taloh, EE RWD, Pasighat who clarified that “It didn’t fall from the sky”  (on 13th Dec) regarding utilization of fund amount of ` 36 Lakhs (whereas sanction was ` 40 Lakhs). The work performance under Pangin  Medical is not up to mark. The fencing stands without wire.

The Nugong Bridge was sanctioned under NLCPR but PWD Boleng manifested an excellent work culture by an indefinite stoppage of construction work.

Volumes of words on your judicious expenditure of Govt. fund through paper records show finished excellent work but the visible facts depict the reverse.

If my claim is baseless then let the Govt have a high power vigilance and monitoring team for site  visit with experts, technicians, magistrate, panchayat members, gaon buras and the public and Boleng PWD shall facilitate the public audit to unearth the truth.

Yours,

Karunath Pazing

Boleng

Rabindra Bhawans and Assam

Dear Editor,

Assam CM Tarun Gogoi proposes 4 more Rabindra Bhawans in the state.

Can any state govt stoop so low to appease migrants!! This scheme is to woo Bengali refugee voters in Assam.

There is already a Rabindra Bhawan in Guwahati. Though Rabindranath Tagore has done nothing substantial for Assamese literature or culture, one of the best auditoriums in the capital city has been named after him for reasons best known to political circles.

Rabindranath Tagore has got more recognition than he deserves. He has got more than enough recognition. A Nobel prize is not the ultimate yardstick of a writer. Many great talents have gone without awarded. Even Mahatma Gandhi didn’t get the Nobel Prize. The Rabindra Bhawan in Guwahati should be named after Bishnu Prasad Rabha. This shows that the Congress govt in Assam are anti-tribal and anti-native. It is only trying to appease migrant vote-bank. Setting up Rabindra Bhawans are a good poll plank in Silchar, but not necessarily in other towns of Assam. The Assam government should think of setting up Nathan Brown Bhawans more than Rajiv Gandhis or Rabindranath Tagores. People like Nathan Brown, Elizabeth Brown etc. though from the Western world loved Assam and worked for Assamese literature and culture with all their heart.

Yours,

Sumon Das
